The Federal Regulation, 14 CFR 139.321 provides that all personnel that handle hazardous materials at Part 139

Certificate Airports must be trained in a manner acceptable to the FAA Administrator.

Advisory Circular 150/5230-4C contains specifications and guidance for the storage, handling, and dispensing of aviation fuel on airports.

Additionally, this AC provides standards and guidance for the training of personnel who conduct these activities.
